The deputy governor of the branch at Milwaukee of "The rational Home for Disabled Volunteer Soldiers" was not permitted by its bylaws to contract for or receive, beyond his stated salary, compensation for services which, at the request of the building committee of the board of managers, he rendered in the erection of the new buildings for the home at that place.
