Syllabus

Congress has, under the Constitution, power to declare that the embezzlement or fraudulent conversion to his own use by a guardian of the money which he, on behalf of his wards, has received from the government as a pension due to them is an offense against the United States, and to vest the proper circuit court with jurisdiction to try and punish him therefor.
